Notice
The AESO began consultation on Section 502.11 of the ISO rules in 2015. In 2019, the proposed development was put on hold due to other priorities. The AESO continues to assess the priority of the development of an ISO rule related to technical requirements for substations and will re-engage with stakeholders in a new consultation when it determines that it is appropriate to move forward with this initiative.
The AESO appreciates the participation of stakeholders in the consultation process.
Purpose
Proposed new Section 502.11 will define the minimum technical requirements for the design, construction and operation of transmission substations and will apply to only to new transmission substations or new equipment installed at existing transmission substations undergoing substantial modifications.

Session 3 | Sept. 24, 2019
The AESO held an in-person session on the draft proposed new Section 502.11 of the ISO Rules – Substation Technical and Operating Requirements (“Section 502.11”) on Sept. 24, 2019 from 9 a.m. to 3 p.m.
Purpose
The purpose of the Sept. 24, 2019 session was to continue to review and discuss the initial draft of the proposed new Section 502.11, which has been posted on the AESO website. At the Sept. 10, 2019 stakeholder consultation session (“September 10 session”), stakeholders were given an opportunity to ask questions and give feedback on subsections 1 to 9(4) of the proposed new Section 502.11, including feedback regarding the information required in subsections 7.2(b) through 7.2(j) of Alberta Utilities Commission Rule 017, Procedures and Process for Development of ISO Rules and Filing of ISO Rules with the Alberta Utilities Commission.
The September 24 session resumed where the September 10 session left off. The presenters reviewed the remaining subsections 9(5) to 18 of the proposed new Section 502.11

Session 2 | Sept. 10, 2019
The AESO held an in-person session on the draft proposed new Section 502.11 of the ISO Rules – Substation Technical and Operating Requirements (“Section 502.11”) on Sept. 10, 2019 from 10 a.m. to 3 p.m.
Purpose
The purpose of the stakeholder consultation sessions is to review and discuss the initial draft of proposed new Section 502.11, which has been posted on the AESO website. These sessions will give stakeholders an opportunity to ask questions and give feedback on the proposed new Section 502.11, including feedback regarding the information required in subsections 7.2(b) through 7.2(j) of Alberta Utilities Commission Rule 017, Procedures and Process for Development of ISO Rules and Filing of ISO Rules with the Alberta Utilities Commission.
During the sessions, the presenters will review each subsection of proposed new Section 502.11, allowing time for feedback and discussion. The presenters will review as many subsections as time permits on September 10. The September 24 session will start where the September 10 session left off and the presenters will review the remaining subsections. Stakeholders are therefore strongly encouraged to attend both sessions

AESO Discussion Paper | Nov. 25, 2016
Purpose
On Nov. 25, 2016, the AESO released a Discussion Paper with respect to New Proposed Section 502.11 of the ISO Rules. In this paper, the AESO identified proposed requirements based primarily on the input received from its industry technical working group comprised of subject matter experts from the major transmission facility owners (TFOs) and some distribution facility owners (DFOs). These requirements are proposed to be included in new Section 502.11 of the ISO rules (“Proposed New Section 502.11”) respecting future transmission substations operating at a voltage of 100 kV or higher. The purpose of this Discussion Paper was to present the proposed minimum technical requirements for transmission substations to stakeholders for their consideration, and to seek input from stakeholders regarding the
proposed requirements.Objective
The AESO is seeking input from stakeholders regarding whether the proposed requirements in the Discussion Paper reflect the minimum technical requirements for transmission projects involving new or modified transmission substations.
Stakeholder comments
While the AESO does not intend to post replies to stakeholder comments received on the Section 502.11 Discussion Paper, the AESO will consider these comments when drafting the proposed new substation rule. All stakeholder comments received can be found in the materials below.
